The two coxswains left on the hull disagreed about whether a boat could go down, and Aldex had been listening to them disagree at the head of the boat deck for about nine minutes on the forty-fifth day when Osper Rall came up the ladder with a sheet and ended it. The older one would not fly, and he said the same three sentences every time somebody came to him. A boat goes down on a movement order. A movement order comes off the coordination desk. There is nobody on the coordination desk above clerk grade, and a clerk does not issue movement, and that is not him being difficult, that is what the word issue means.
