Excerpt
The harbor at Port Tamas could hold forty ships at anchor, and on the morning the summit began, it held thirty-seven. Twelve flew the Western Empire's new device: the iron-crowned stag on a field of black. Eight flew the Federation's five-seal banner, the interlocking circles that represented the original signatory states. The remaining seventeen flew independent merchant flags, the commercial entities whose trade depended on whichever political arrangement the next days produced and who had positioned themselves in the harbor to observe, to profit, and to sell information to both sides.
